What the EU’s New PPWR Declaration of Conformity Means for Your Packaging

If your business designs, manufactures, imports, or sells packaging in the EU, big regulatory changes are coming. Starting 12 August 2026, every packaging type placed on the EU market must be covered by an EU Declaration of Conformity under the new Packaging and Packaging Waste Regulation (PPWR).

What Is a Declaration of Conformity?

It’s a formal statement from a manufacturer confirming that a specific packaging design complies with the core PPWR requirements like recyclability, material limits, minimisation, and reuse.

This isn’t just a checkbox exercise. It becomes the central document authorities will request in audits or market surveillance.

Who Needs It?

  • Manufacturers are legally responsible for carrying out conformity assessments and issuing the declaration.
  • Importers and distributors must ensure valid declarations exist before placing packaging on the EU market.
  • Brand owners, fillers, and retailers also need access to these declarations to show compliance for all packaging they sell.

Where the Timeline Matters

Several key deadlines are approaching:

  • August 12, 2026: Declaration of Conformity and technical documentation are mandatory.
  • 2027: Digital identifiers (e.g., QR codes with environmental info) become required on some packaging.
  • August 12, 2028: Harmonised EU packaging labelling starts.
  • 2030: All packaging must meet EU recyclability and recycled-content targets.
